OpenAI sets goal of 'realizing fully automated AI researchers by 2028' to achieve AGI

On October 30, 2025, OpenAI CEO Sam Altman held a live broadcast to talk about the company's future prospects, revealing that the company has set a goal of 'realizing fully automated AI researchers by 2028.'

OpenAI is conducting research and development with the aim of providing 'personal AGI optimized for each user.' As part of this, the company has set goals of developing 'intern-level AI researchers running on hundreds of thousands of GPUs' by September 2026, and realizing 'truly automated AI researchers' by March 2028.

The goal is for AI to be able to detect small-scale discoveries by 2026, and medium-scale discoveries by 2028. While Altman acknowledged that 'we may not achieve our goals,' he added, 'given the potentially significant impact, we believe transparency is important for the public good.'

At the time of writing, OpenAI operates a total of 30 GW of AI infrastructure, with long-term operating costs reaching $1.4 trillion (approximately 213 trillion yen). Operating a large-scale AI infrastructure incurs significant costs, but Altman said, 'We are pleased with this investment,' given the improved capabilities of AI models and the prospect of future revenue growth.

The company aims to increase capacity by 1 GW per week, while reducing operating costs to $20 billion (3 trillion yen) per GW.

In addition, OpenAI is undergoing organizational restructuring to operate the public interest corporation 'OpenAI Group' under the non-profit organization 'OpenAI Foundation.'

Altman argued that the new organizational structure is simpler than before. The OpenAI Foundation owns 26% of the OpenAI Group's shares, and this ownership ratio may change in the future.

The OpenAI Foundation, a nonprofit organization, will spend $25 billion on research into healthcare and AI safety.
